Born on 19 February 1980 in Chelyabinsk.

In 2001 graduated from the Moscow State University named after M.V. Lomonosov majoring in Economy with honors.

In 2003 was awarded a Master’s Degree in Management with honors.

P.A. Livinsky’s entire professional activity was related to energy: he held senior positions in major energy companies in different regions of Russia.

Since 2006 he has been working in the Moscow power network.

From 2006 to 2013 he held the following positions: the Deputy Director General for Development and Services at OJSC “Moscow City Electric Grid Company”; the Deputy General Director of Customer and Technological Connections at OJSC “Moscow United Electric Grid Company”, the General Director of OJSC “United Power Company”.

On 22 January 2013 was appointed as the Head of the Department of Fuel and Energy of Moscow by the order of the Mayor of Moscow.
