Born on 23 August 1971 in Avdeevka, Donetsk region, Ukrainian SSR.

In 1993 graduated from the Norilsk Industrial Institute, majoring in Economics and Management in Metallurgy, in 2009 – the Moscow State University named after M.V. Lomonosov majoring in Management.

In 1988-2000 worked at the Norilsk Mining and Metallurgical Mill named after A.P. Zavenyagin (later – OJSC “Norilsk Mining and Metallurgical Mill named after A.P. Zavenyagin”). Rose from 1st Category Operator – Hydrometallurgist to the Deputy Director of Human Resources - Head of the Polar Division of OJSC “Norilsk Mining Company”.

In 2000-2002 – the Deputy Head of Norilsk for Financial and Economic Issues, the First Deputy Head of Norilsk.

In 2002-2008 - Krasnoyarsk Territory Administration: the Deputy Governor – the Head of Main Financial Directorate, the First Deputy Governor, the Deputy Governor – the Head of Government.

Since September 2008 – the Deputy Minister of Finance of the Russian Federation, the Russian Ministry of Finance Board Member (since October 2010).

On 21 May 2012 was appointed as the Minister of Energy of the Russian Federation.

Was awarded with the Medal of Honor, certificates of merit of the President and the Government of the Russian Federation.

In 2013 was awarded with the title of Honorary Citizen of the City of Norilsk.
