Date of birth – January 20, 1972

In 1995, graduated from the Baltic State Technical University "Voenmeh" named after D.F. Ustinov in Saint Petersburg.

In 2008, graduated from the North-Western Academy of Public Administration of the President of the Russian Federation, specializing in public and municipal management.

From 1995 to 2005, worked as head of companies in Saint Petersburg in the spheres of building and investment.

From 2005 to 2010, worked in the committee of investment and strategic projects of the administration of Saint Petersburg.

Served as Deputy Director of the Department of Industry and Infrastructure of the Government of the Russian Federation.

Member of the Council of the National Association of Builders, and the Board of Trustees of the Federal Fund for Housing Development. Winner of the Russian competition "Manager of the Year in state and municipal administration – 2009".

Active Second class State Advisor of the Russian Federation.

November 19, 2012 appointed the new head of the Russian Federal Road Transport Agency (Rosavtodor).
