Biography

Born on 12 July 1951 in the village of Stary Buzets, Zheleznogorsk District, Kursk region.

From 1958 to 1968 studied in high school.

From 1969 to 1971 served in the Soviet Army.

From 1972 to 1979 studied at the Kursk Pedagogical Institute majoring in Math Teaching.

From 1980 to 1986 studied at the Faculty of Industrial and Civil Engineering of the Kursk Polytechnic Institute majoring in Civil Engineering.

From February 1973 to August 1986 worked in the Mostransstroy Trust, the Ministry of Transport of the USSR, including on the elected union positions.

From August 1986 to July 1989 – the Chief Engineer, then the Manager of RemStroyTrest in the Volgograd District of Moscow.

From July 1989 to November 1990 – the Deputy Head of PSMO DSC-4 at the Glavmosstroy, the Manager at the RemStroyTrest of Timiryazevsky District of Moscow.

From December 1990 to October 1991 - the First Deputy Chairman of the Executive Committee of the Volgogradsky Regional Council of the city of Moscow.

From October 1991 to August 1996 - the Deputy Prefect of the Vyhino - Zhulebino Municipality at the SEAD of the Moscow City.

From August 1996 to January 2000 – the First Deputy Prefect of the Central Administrative District of Moscow.

From January 2000 to February 2002 – the SAD Prefect of Moscow.

From February 2002 to July 2007 – the SAD Prefect of Moscow.

From July 2007 to September 2010 – the First Deputy Mayor of Moscow Government, the Head of Moscow City Economy Complex.

In October 2010 was appointed as the Deputy Mayor in the Moscow Government for Housing, Utilities and Improvement, coordinated the work of the Moscow City Economy Complex, the Department of Housing, Utilities and Improvement, repair of housing, fuel and energy sector, the Directorate of Civil Defense, State Housing Inspection.

On 6 June 2013 was appointed as the Acting Deputy Mayor of Moscow Government for Housing, Utilities and Improvement.

On 17 September 2013 was appointed as the Deputy Mayor in the Moscow Government for Housing, Utilities and Improvement.
