In 1973, finished Chelyabinsk Polytechnic Institute named after Leninsky Komsomol.

From 1975 to 1986, Head engineer of the administration of the Social Utility Service of the Chelyabinsk Electrometallurgical Plant.

From 1986 to 1988, Head of the industrial association of the housing authority of the Chelyabinsk Regional department of housing and communal services.

From 1988 to 2000, Director of the state-owned company "Chelyaboblzhilkomhoz".

From 2000 to 2004, Head of the Department of Economics of the housing and utilities sector of the State Committee of the Russian Federation of Construction, Housing and Utilities.

From 2004 to 2005, Deputy Director of the Department of Construction, Housing and Utilities of the Ministry of Industry and Energy of the Russian Federation.

From 2005 to 2007, Chief Adviser to the State Duma Committee in the sphere of Industry, Construction and High Technology, Moscow.

Since 2007, Deputy Director General, then First Deputy Director General of the state "Housing Reform Fund of the Social Utility Service" corporation, Moscow.
