Biography

Born in 1963, in Moscow.

In 1985, Mr. Maslov graduated from Faculty of Law of the Lomonosov Moscow State University, and in 1989 – from Postgraduate Center of the Institute of State and Law of the USSR Academy of Science. Candidate of Legal Sciences.

Since 1991 till 1999 Mr. Maslov held various positions in the Main State Legal Office of the President of the Russian Federation (last position held – Deputy Head of the Main State Legal Office of the President of the Russian Federation).

In 1999, Mr. Maslov became Director for Legal Interaction with Governmental and Administrative Authorities at Unicon/MS. In 2000, Mr. Maslov took part in the Strategic Developments Center’ activities related to the development of the Strategy of Economic Development of Russia up to 2010.

In 2000, Aleksandr Maslov was appointed as a State Secretary / Deputy Minister of Economic Development and Trade of the Russian Federation.

Since June 2006 – State Secretary / Deputy Minister of Information Technologies and Communications of the Russian Federation.

In 2008, Mr. Maslov was appointed as a State Secretary / Deputy Minister of Communications and Mass Media of the Russian Federation.

In June 2013, Aleksandr Maslov was appointed as Vice-President of Rostelecom.
