Biography

Date of birth – August 23, 1960

Place of birth – Moscow

In 1983, graduated from Bauman Moscow State Technical University, and in 2004, graduated from the All-Russian State Tax Academy of the Russian Federation Ministry of Taxes and Duties.

From 1983 to 1990 worked as an engineer, construction engineer at Moscow Machine-Building Plant "Opyt".

From 1986 to 1989, he served in the Soviet army.

From 1992 to 1995, he was chairman of the board, and then later, vice president of the commercial bank "Avtoselhozmash", in Moscow.

From 1998 to 2001, he served as Deputy Head of the Property Management Department, and Head of the Financial and Economic Department of the Ministry of Taxes and Duties.

From 2001 to 2004, he was Managing Director, and then Deputy Head of the Russian Federal Service for Financial Recovery and Bankruptcy.

From 2004 to 2005, he was First Vice-President of the Joint Stock Bank of the Gas Industry, "Gazprombank" (CJSC), Moscow.

From 2006 to 2007, he was member of the Council of the Federation of the Federal Assembly of the legislative body of state power of the Republic of Kalmykia, and a member of the Commission of the Federation Council regarding culture, and Deputy Chairman of the Commission of the Federation Council of the budget.

Since 2007, he has been the General Director of State "Housing Reform Fund" Corporation, Moscow.

He has been awarded the Jubilee Medal for "70 years of the Armed Forces of the USSR", and the "Order of Honour."
