Deputy Minister of Construction and Housing

Biography

Born on March 19, 1979, in Cheboksary in the Chuvash Republic.

In 2001, he graduated from the Moscow University of Consumer Cooperatives, having studied "Jurisprudence."

In 2000, he founded and headed a consulting company, and engaged in the practice of law.

From 2001 to 2004, he worked as a lawyer (private legal practice).

From 2004 to 2005, served as adviser to the Governor of the Ryazan region, then head of the Expert Department of the Presidential Administration of the Chuvash Republic.

From 2006 to 2007, Deputy Director of the Department of Construction, and head of the support department of the national project "Affordable housing" of the Ministry of Regional Development of the Russian Federation.

From 2007 to 2008, Head of the Department of the Development of the affordable housing market of the Federal Agency of Construction, Housing and Utilities Sector.

From 2008 to 2011, Chairman of the Board of Directors, Board Member and Director of Legal and Corporate Affairs of the Russian Communal Systems JSC.

Since July 2009, Vice-President of the National Union of water utilities.

From May 2011 to March 2012, he was the Executive Director of the Institute for Socio-Economic and Political Studies.

From October 2011, the Executive Director of the Non-profit Partnership, to promote the development of housing and communal services, called "Razvitie" (Non-profit partnership "ZhKH Razvitie").

From September 2012, Head of the Group for the Development of housing and utilities of the Expert Council of the Russian Government.

Since December 2013, he has held the position of Deputy Minister of the Ministry of Construction, Housing and Utilities Sector of the Russian Federation.

From January 2014, Deputy Chairman of the Supervisory Council of the Fund for the assistance to the reform of housing and communal services (Utilities Fund).

Since October 2014, Deputy Minister of the Ministry of Construction, Housing and Utilities Sector of the Russian Federation – the main public housing inspector in Russia.
