Biography

1998: graduation from Saint Petersburg State Academy of Engineering and Economics, qualified as Manager Economist
ScD (Economics), Professor.

Embarked upon a career in 1992. A number of positions in construction companies of Saint Petersburg and Leningrad Region: site super intendant in OJSC Agrostroymekhanizatsiya; shop manager, Deputy General Director in JSC PSO LOAS.

From 1993 to 2001: employment by construction and transportation organizations of Saint Petersburg and Leningrad Region.

From 2001 to 2003: Deputy Director of Directorate in Saint Petersburg State Enterprise Center for Work with Bank Credits.

Since 2003: Director for Work with Marquee Foreign Investors Saint Petersburg State Enterprise Center for Work with Bank Credits.

2002: appointed Executive Director of the Union of Construction Associations and Organizations.

2003: Advisor to Vice Governor of Saint Petersburg.

2004: Deputy Chairman of the Committee for Investments and Strategic Projects of Saint Petersburg City Administration.

From July 2007 to December 2010: Chairman of the Committee for Transport and Transit Policy.

December 10, 2010: appointed Deputy Minister of Transport of the Russian Federation.

Class 3 Active State Advisor of Saint Petersburg.

Member of the Saint Petersburg Union of Scientists, active member of the International Academy for Investments and Construction Economy, of the European Academy of Natural Sciences and of the International Management Academy.

Decorated with state awards: medal "In Commemoration of the 300th Anniversary of Saint Petersburg" and badge "Merited Constructor of Russia."

Married, raising six children.
