Biography

Born June 15, 1954 in Pavlodar (Kazakh SSR).

1976: graduation from Pavlodar Industrial Institute, qualified as Construction Engineer.

ScD (Economics) (2003), Academician of the Academy of Mineral Resources of the Republic of Kazakhstan (since 1997).

From 1976 to 1981: employment by Pavlodarzhilstroy trust integrated house-building factory in the capacity of a foreman, then – construction supervisor.

Since 1983: Deputy Chief Engineer for Construction Works of Ekibastuzshakhtstroy integrated factory.

Since 1987: Deputy Chairman of the Executive Committee of the Ekibastuz City Soviet of People’s Deputies.

From 1991 to 1992: Executive Manager of Ekibastuzenergozhilpromstroy trust.

From 1992 to 1993: Head of Ekibastuz City Administration.

From 1993 to 1997: Akim of the Pavlodar Region.

From 1997 to 1999: Akim of the North Kazakhstan Region.

Since October 1999 – Deputy, since December 2000 – First Deputy Prime Minister of the Republic of Kazakhstan.

November 2001: re-appointed Akim of the Pavlodar Region.

From 2003 to 2007: Prime Minister of the Republic of Kazakhstan.

From 2007 to 2009: Minister of Defence of the Republic of Kazakhstan.

Since December 2010: CEO of green energy company.

Since 2012: Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission.

Married, two children.
